District Development Fellowship at Govt.of Punjab[8Lakh/pa]:Apply by June 10

About the Fellowship:

The District Development fellowship is a distinct collaboration between the Government of Punjab and Ashoka University. Under the one-year experiential learning fellowship by Ashoka University, 23 young zealous individuals will be placed across 22 districts of Punjab, to bring about societal changes on ground while gaining considerable training and exposure.

Adopting a field-and-forum approach, the fellows will work in the districts for seven weeks and then gather for a cross-learning session to discuss challenges, synthesize learnings, and ideate to work more efficiently. Through the course of the fellowship, fellows will have an opportunity to learn from senior bureaucrats and decision-makers in the State Government

Important Details

  • Stipend: INR 8,00,000 per annum 
  • Location: Punjab(across 22 districts)
  • Fellowship Period: August 2020 – July 2021

Key Learnings as a Fellow:

  • Deep understanding of nuances of public administration. 
  • Experience of working on policies related to social welfare and economic development. 
  • Work experience in stakeholder management through the implementation of government policies and schemes. 
  • Develop leadership skills and effective decision making. 
  • In-depth knowledge of a relevant topic of their choice. 
  • Connection to a broad network of development institutions and actors.

About the Role:

  • Work closely with the Deputy Commissioner and other district officials to drive development initiatives at the district level. 
  • Ensure smooth execution of flagship government programmes and process re-engineer existing initiatives at the district level. 
  • Facilitate coordination and dialogue between various stakeholders of the district for inter-sectoral convergence.   
  • Assess and evaluate the ground situation of the various programs/schemes. 
  • Conceptualize district-level projects to address developmental problems. 
  • Prepare and share regular progress updates (monthly and weekly) with the Department of Governance Reforms and the Programme team. 
  • Research and documentation of best practices and innovations in governance. 


  • Bachelor’s degree with at least 2 years of work experience OR
  • Postgraduate degree or diploma in any discipline. [Experience is not-mandatory for PG Degree Holders].
  • You are also eligible if you have done an integrated Bachelors & Masters programme. 
  • You are not more than 29 years of age as on 10th August 2020. (i.e. not born before 10th August 1991). 
  • You hold Indian citizenship. 
  • You are proficient in both Hindi and English, with the ability to read and write in both. 
  • Passion for driving development through government reforms. 

Good to Haves:

  • Good interpersonal skills and the ability to work collaboratively within teams. 
  • Ability to adapt to living and working in field conditions at the district level. 
  • Comfortable with data analytics and visualization. 
  • Previous experience in policy and development sector.
